This Public-Private Partnership (PPP) financial model has been developed to evaluate and compare multiple project delivery structures—Build-Own-Operate (BOO), Build-Operate-Transfer (BOT), and Build-Lease-Transfer (BLT)—through a robust, integrated financial framework. The model is designed to support investment decision-making, policy structuring, and stakeholder negotiations by providing a comprehensive view of project feasibility, risk allocation, and value creation.

At its core, the model is driven by a detailed input and assumptions sheet capturing macroeconomic variables (inflation, discount rates, taxation), project-specific parameters (construction timelines, utilization rates, tariff structures), and financing assumptions (debt-equity mix, cost of capital). These inputs are dynamically linked to all downstream calculations, ensuring flexibility and scenario analysis capability.

The model incorporates strong analytical backing through key financial and operational ratios, including IRR, DSCR, LLCR, payback period, and profitability margins, enabling stakeholders to assess financial sustainability and creditworthiness. Graphical dashboards further enhance interpretability by visualizing cash flows, revenue growth, cost structures, and capital recovery patterns across different PPP modalities.

A central component is the Discounted Cash Flow (DCF) valuation, which evaluates the project’s intrinsic value under each structure, facilitating comparison between private investor returns and public sector value-for-money considerations. The model also explicitly calculates Government NPV, capturing fiscal impact, subsidies, guarantees, and long-term economic benefits from the public perspective.

Financial statements are fully integrated and modeled on a monthly basis, providing granular visibility into cash flow dynamics during construction and operations. These are further aggregated into periodic financial statements (monthly, semi-annual, and annual) to support reporting, compliance, and strategic review requirements.

A detailed CAPEX schedule outlines phased investment deployment, linked with project milestones and funding drawdowns. This is complemented by a structured Sources of Finance section, mapping equity contributions, debt tranches, and potential government support mechanisms.

Overall, the model serves as a comprehensive decision-support tool, enabling comparative analysis of PPP structures, optimizing capital allocation, and aligning private incentives with public sector objectives.
