What this study delivers
This is the first integrated tri-segment market study to pair France’s iconic bottled-water industry (Évian, Volvic, Perrier, Vittel, Cristaline), its drinking-dairy market (Lactel, Candia, Yop, Alpro), and its soft-drinks category (Coca-Cola, Orangina, Pepsi, Red Bull) into one analytical lens for 2026–2031. The study covers the four structural shifts that will reshape the category over the next six years: the revised two-tier French sugar tax effective 1 January 2026; the EU Packaging and Packaging Waste Regulation 2025/40 applicable from 12 August 2026; climate and regulatory pressure on French mineral water sources (Hépar wells closed 2023; Perrier illegal-filtration scandal 2024); and the plant-based “milk” pivot that Danone’s 2025 dairy-plant conversion to oat milk signals.
Key findings
- Bottled water is steady volume, premium-driven value. Production sits at approximately 11 to 12 billion litres a year with retail revenue near 2.67 billion euros in 2025. Sources Alma’s Cristaline leads off-trade volume (60% of French adults report drinking); Danone’s Évian and Volvic and Nestlé Waters’ Vittel and Perrier lead branded retail value. 5.6% revenue CAGR is projected through 2033.
- Climate and regulation are reshaping the water market. Hépar wells closed in 2023 after drought conditions. The January 2024 Mediapart and Le Monde investigation exposed illegal UV and carbon filtration at Perrier and Vittel — methods banned for natural mineral water under EU Directive 2009/54/EC. Regional health agency (ARS) enforcement has tightened; the Perrier licence is under pending review. Expect asset write-downs and source-management capex.
- Fluid milk declines as plant-based “milks” offset value. Drinking-milk per-capita fell from approximately 55 litres in 2010 to about 44 litres in 2026. Plant-based “milk” drinks have risen from a niche to approximately 450 million euros in 2025 with a forecast 10.5% CAGR through 2030. Danone converted a French dairy plant to oat-milk production in 2025.
- The 2026 sugar tax is the soft-drinks reset. Effective 1 January 2026, the revised taxe sur les boissons sucrées replaces its flat scale with a two-tier structure: 4.07 euros per hectolitre below 5 grams per litre of added sugar; 21.38 euros per hectolitre between 5 and 8 grams per litre; approximately 35 cents per litre fiscal cost at factory exit for products above 8 grams per litre. Monster Beverage has already reformulated its France core line with sucralose.
- PPWR 2025/40 reshapes the cost curve. The EU Packaging and Packaging Waste Regulation, published 22 January 2025 and applicable from 12 August 2026, mandates 25% recycled-content PET in beverage bottles from 2025 and 30% from 2030, requires deposit return schemes by 2029 unless 80% separate collection is achieved by 2026 (France’s Loi AGEC target is 77% in 2025), and sets reuse targets. Recycled-PET demand in France ran approximately 45% above supply in 2025.
- Retailer concentration is the cross-segment squeeze. Top three grocers — E.Leclerc (24.9%), Carrefour (21.8%), Intermarché (18.1%) — control roughly 63% of grocery revenue. Carrefour acquired Cora and Match; Intermarché acquired about 250 Casino supermarkets in 2024. Private label captures 30 to 50% of category sales by volume across the three sub-segments.
- Three scenarios for 2026–2031 with explicit probabilities. Base Case (55%): bottled water rises to 12.3 billion litres by 2031, drinking milk declines to 2.80 billion litres, plant-based reaches 800 million euros, soft drinks compound at low-single-digit growth. Bear Case (25%): water at 10.5 billion litres on rising water-rights stress and PPWR-compliance capex; sharper milk decline. Bull Case (20%): water at 13.5 billion litres on premium-PET differentiation; plant-based reaches 980 million euros.
Data and sources
The study draws on 35+ verified sources including EU Regulation 2025/40 (PPWR), BOFIP TCA barème 2026, Loi AGEC, CNIEL (23 billion litres of milk from 44,242 farms), SNBR, Danone FY 2025 results (27.28 billion euros sales, +4.5% LFL), Coca-Cola Europacific Partners Annual Report 2024, Suntory Holdings, Statista France Outlooks, Grand View Research France market reports, IBISWorld, Mordor Intelligence, Kantar Worldpanel by Numerator, plus trade press coverage of the Nestlé Hépar closure and the Perrier filtration scandal. Every source URL is verified and logged in the Source Verification workbook.
Audience and methodology
This study is built for three audience tiers in roughly equal weight:
- Strategic investors and M&A teams — consolidation theses (Sodiaal cooperative pressures under EGalim 4; Nestlé Waters asset rationalisation under climate pressure; Olga / Bjorg plant-based platform); brand acquisition; water-rights risk pricing.
- Operators and brand owners — low-sugar reformulation roadmaps under the 2026 taxe soda; source-protection capex; plant-based platform plays; premium and on-trade positioning.
- Suppliers and financial modellers — rPET capacity (45% supply gap 2025); co-pack capacity for SKU proliferation; three-scenario probability weighting; cross-portfolio valuation models.
Methodology follows the eFinancialModels Market Study v2.1 specification: a mandatory three-phase intake protocol (question analysis, clarification round, competitive coverage map), source verification with two-source confirmation for material claims, explicit unit-and-denominator definitions, and a 9-gate fail-closed producer self-validation suite.
