Demand–Supply Outlook · Three-Scenario Capacity Analysis

A 42-page chart-rich analysis of the German solar photovoltaic market through 2031 — built for the financial analysts, modelers and consultants who actually need defensible inputs for project-level financial models.

Why this study exists

Germany ended 2025 with 116.8 GW DC of installed solar PV — the largest solar fleet in Europe and the world’s third-largest after China and the United States. Solar overtook lignite as a generation source. On 20 June 2025 it briefly fed 98.6% of grid load.

And yet — the same boom that delivered the records now defines the central tension of the next six years. Capacity is growing faster than the grid, the offtake market, and the policy framework can absorb. Capture rates are collapsing. Negative-price hours crossed 1,100 per year in 2025. The Solarspitzengesetz now suspends EEG payments during those hours. The 2030 statutory 215 GW target is achievable only on a Bull-case path that requires every policy lever to pull at once.

If you’re building a financial model for a German solar project — or auditing somebody else’s — the assumptions that worked in 2022 will give you a wrong IRR in 2026. This study is the input pack you need to fix that.

Key findings

  • Capacity trajectory bifurcates. Base Case: 222 GW DC by 2031 (range 196–235 GW across SolarPower Europe and Mordor Intelligence forecasts). 215 GW 2030 statutory target is Bull-case only (p = 25%).
  • Capture rates collapse. From 82% in 2020 to 58% in 2025 to a 26% monthly snapshot in April 2026. Base Case lands at 39% by 2031. Flat capture-rate assumptions are no longer defensible.
  • Solarspitzengesetz is a 7–12% revenue haircut. On a representative 50 MW utility-scale ground-mount project. Modelers should price the negative-hour exclusion explicitly.
  • Reifegradverfahren reshapes grid access. From 1 April 2026, connections are allocated by 30% site control / 30% technical maturity / 30% financials / 10% co-location. €50,000 application fee. The 720 GW BESS-and-solar queue gets filtered.
  • Tender prices keep falling. May 2026 ground-mount average €4.94/kWh, low €3.99. 2026 rooftop ceiling cut to €0.10/kWh.
  • Operator concentration stays low. No operator controls > 10%. RWE, EnBW, BayWa r.e., Encavis (KKR-owned) lead.
  • Manufacturing fragility is now a system risk. Meyer Burger insolvency, Hanwha Qcells DE = R&D-only. EU Net-Zero Industry Act 30% resilience carveout is the lever to watch.
  • Modeling implications. Defensible 2026 Base Case for a 50 MW utility-scale build: capex €620–680/kWp DC; capacity factor 11.0–11.5%; year-1 capture rate 53%; capture rate declines 2.5 ppt/year; 8% negative-hour revenue exclusion; debt sizing 70% DSRA-adjusted; 7.2% unlevered base-case IRR.
